Wetness is the ability of a liquid to adhere to the surface of a solid, so when we say something is wet, it means that liquid is sticking to the surface of a material.So, being a liquid water is not itself wet but it can make other solids wet. On the basis of liquid's cohesive forces (Forces which attract the molecules of a liquid to stick together) and adhesive forces (Liquid - Solid forces) , we determine the wetness of a liquid. The stronger the cohesive forces, the less wetter be the liquid. Water has pretty strong cohesive forces due to hydrogen bonding and so it is less wetter than liquids such as alcohols and acetone. But by adding detergents we can increase the wetness of water as it decreases the cohesive forces of water.
